Tracy Gardner
Director of Operations
Tracy is responsible for the oversight of the Operational Departments at S.P. McCarl & Co. including the execution of fiscal, operational, and strategic planning. He formulates goals and strategies designed to produce strong financial performance and profitability for the Company.
His highest priorities are Safety and customer satisfaction. Tracy’s 35 years of experience in all facets of construction bring great depth of knowledge to the team and includes several water and waste water facilities constructed. His project experience varies from industrial construction to office buildings as well as management of structural, mechanical, and electrical systems. His experience in managing difficult projects with demanding schedules is an asset to any project team.
Tracy resides in Howard with his wife where they raised 2 sons. Tracy enjoys the small-town lifestyle with easy access to the outdoor activities his family enjoys.

Dave Hess
Senior Project Manager
Dave has spent his adult life serving the community through Boy Scouts while raising four children and maintaining his continuing education to stay on the cutting edge of his field. Dave is a Master Plumber with over 30 years of experience. He owned a service business before joining Shawn and Craig to create the service department at McCarl’s. He has successfully lead the service division but most importantly has been a mentor to many during his career.
He is a member of the Code Board of Review for the City of Altoona and a member of the Craft Advisory Committee at the Huntingdon Career and Technology Center.

Craig Decker
Director of Job Order Contracting
Craig’s passion is making things happen for his customers the SP McCarl Way. He brings decades of design assist creativity to his projects and ensures that the end user is happy with the mechanical systems installed. Craig owned a full-service HVAC/Plumbing business before joining the S.P. McCarl team. He has lead multiple departments in his tenure, including, service, and commercial construction, and most recently leads our Job Order Contracting department. He has successfully project managed some of the most challenging projects we have taken on.
Craig resides in Altoona with his wife and is an avid fisherman and family man.

Jennifer Gregory
CPA, Controller
Jennifer is a Certified Public Accountant who has 8 years experience in public accounting and 22 years experience in the private sector with a concentration in Construction Accounting. Jennifer leads our Accounting department and successfully meets the demands of our outside auditors, banking, and bonding requirements. Jennifer makes continuing education a priority to ensure the best outcomes for the company.
She gives freely of her time to charitable organizations and most recently has been an integral part of the Griffith Family Foundation’s Sideline Cancer Golf outing.

Joe Terza
Director of Preconstruction
As Director of Preconstruction Joe leads estimating, purchasing, sheet metal fabrication and pipe fabrication activities. He plans, schedules and implements pre-assembly operations in our fabrication shops for field installations. He is leading efforts to implement lean construction into our day to day operations.
Joe has over 20 years’ experience in all facets of the mechanical construction industry. He has been with S. P. McCarl since its inception with experience in purchasing, estimating, planning and managing in our organization.

He is a Penn State University graduate obtaining a Bachelor of Science in art education, with a minor in art history. His continuing education includes certifications from various leadership programs and the MCAA Project Managers Institute. Joe and his family are supporters of the Central PA Humane Society.
